National Evaluation Results
Basic Institutional Framework
The methodology for evaluating research organizations is a legally mandated document approved by the Government of the Czech Republic. It defines how research organizations will be assessed by the Council for Research, Development, and Innovation (RVVI). The evaluation focuses on organizations receiving institutional support for their long-term strategic development..
The methodology categorizes these institutions into three segments, reflecting their different roles in the research, development, and innovation system:
- Czech Academy of Sciences Segment – The Czech Academy of Sciences (CAS) directly provides institutional support, distributing funds to its various institutes.
- Segment of Public Research Organizations – Various ministries provide institutional support to research organizations they have established or to other public and private research institutions they choose to fund.
- Segment of Universities – The primary provider of institutional support is the Ministry of Education, Youth, and Sports, with funding directed at public and select private universities. This segment also includes state universities supported by the Ministry of the Interior and the Ministry of Defence.
There are three levels of evaluation:
- National Evaluation – Conducted by the RVVI following the national methodology.
- Provider-Level Evaluation – Conducted by ministries and the Czech Academy of Sciences (CAS).
- Research Organization-Level Evaluation – Conducted internally by the research organizations themselves.
The national methodology does not cover the internal evaluations conducted by funding providers or research organizations for their own needs. However, it relies on the participation of these two levels. Also information gathered for national evaluations can also be used by providers and individual research organizations.
Basic Evaluation Framework
Evaluation based on the national methodology is carried out in five modules. The Office of the Government of the Czech Republic and institutional support providers (ministries and CAS) are responsible for these modules:
A) The Office of the Government of the Czech Republic conducts the evaluation of research organization outputs through two modules:
- Module 1: Evaluates selected research outputs through panel-based peer review.
- Module 2: Uses database statistics for international comparison based on standard bibliometric indicators, productivity, and a general overview of research output volumes.
B) Institutional Support Providers (ministries and CAS) provide information about research organizations through three thematic modules:
- Module 3: Maps the impact of research activities on society.
- Module 4: Assesses the conditions for ensuring high-quality research.
- Module 5: Explores the strategies and concepts of research organizations.
Based on evaluations across all five modules, each research organization is ranked on a four-level scale. This scaling occurs in five-year cycles, but due to the scope of the evaluation, it doesn’t happen for all organizations in the same year.
This website focuses on information about the evaluation of research organizations outputs. Specifically, it presents the awarded ratings for selected outputs in Module 1 and statistical reports for Module 2.
